Position: Director of Operations

Department: Public Works, Utility Operations & Community Services

Reports to: Chief Administrative Officer

Summary of functions:
Under the general direction of the CAO the incumbent is responsible for the day-to-day supervision of the Public Works, Utility Operations and Community Services of the Corporation including work assignments and contract services.

Role and Responsibilities:

1. To plan, organize and direct the design, construction, and protective inspections of streets and water and wastewater operations and maintenance services within approved budgets and tenders.
2. To manage the Public Works, Utility Operations and Community Services Departments including but not limited to:
• The provision of direction, leadership and guidance to Public Works, Utility and Community Services Personnel
• The provision of final authority for technical decisions and services
• Advising Public Works, Utility and Community Services Personnel of their roles, responsibilities and operational expectations
• The provision of recommendations for departmental staff requirements and the training of departmental personnel
• The provision of advice on the selection, promotion, performance evaluation and development and as necessary undertaking disciplinary action in consultation with the CAO
• The provision of technical services to personnel, contractors, developers and council1. To plan, organize and direct the design, construction, and protective inspections of streets and water and wastewater operations and maintenance services within approved budgets and tenders.
3. To maintain and oversee the maintenance of all municipal buildings and structures, and public spaces to ensure operational efficiency.
4. To prepare or assist in the preparation of by-laws and policies regarding the operation of public works, utility services and community services.
5. To direct strategic planning, policy development, goal setting, data collection and reporting activities regarding the provision of public works, utility services and community services.
6. To assist with the preparation of the departmental operational and capital budgets and control departmental expenditures as per the approved budgets or as adjusted within the policies and procedures of the corporation.
7. To develop a long-range capital infrastructure plan in conjunction with the CAO and Council.

8. To ensure the CAO is continually informed regarding the assigned responsibilities and programs of the department plus as directed prepare such reports and presentations required for council meetings and public meetings.
9. To establish operating standards for approval and create systematic sets of procedures for the achievement of approved standards plus implement follow-up performance evaluations of departmental personnel.
10. To direct Departmental Lead Hands by providing departmental objectives, work assignments plus the development of position descriptions and performance evaluations for all departmental personnel.
11. To administer engineering, street/utility construction and maintenance including conceptual development and programming.
12. Creation and implementation of a preventative maintenance plan for all facilities.

13. To ensure all facilities are maintained safely and in accordance with Town policies.

14. To develop and implement project plans for use by consultants and municipal staff.
15. To review and approve draft plans reports and specifications with respect to the operations responsibilities of the department in the delivery of utility, public works and community services.
16. To prepare and approve tenders and requests for proposals including recommendations for contract awards. Administer contracts as approved including contract payments.
17. To manage the municipality’s oversight of private developments including plan review and approval plus construction inspections.
18. To coordinate intra and interdepartmental activities by reviewing activities, disseminating information, conducting staff meetings and developing work programs.

19. To respond to complaints and disseminate information relating to departmental areas of responsibility to citizens, developers, builders and special interest groups by means of in person contact, phone contact, email, letter or meetings.
20. To develop and maintain contact with other local, regional and provincial agencies regarding programs that affect the department’s service delivery responsibilities.
21. Other duties as assigned.

SPECIFICATIONS/QUALIFICATIONS

1. Education, Knowledge and Experience
a. Minimum Required:
• Grade Twelve (12) Education or the equivalent
• Class 5 Manitoba Driver’s License
• Certificate or demonstrate competence in word processing and spreadsheet applications.

• Five (5) years’ office experience in transportation or utility operations preferably in a leadership position.
• Physically fit and mentally able to perform the required tasks.
• Must be bondable.

b. Preferred:
• Successful completion of a supervisory or management training program
• Province of Manitoba Water & Wastewater Level 2 Certification or willing to obtain
• Successful completion of advanced training in Municipal Management
• Completion of the Manitoba Water and Wastewater Certification Program or willing to obtain
• A willingness to undertake advance training in all areas of public works, utility and community service functions.
• CET designation would be considered an asset.

2. Responsibilities

As a supervisory official the incumbent shall have overall responsibility for the provision of public works, utilities and community services including administrative compliance to provincial and municipal legislation.
The incumbent shall have the authority, with the advice of the CAO, to undertake disciplinary action including the suspension of personnel for a maximum period of 3- days.

3. Comprehension and Judgment

The incumbent must possess an in-depth understanding and an ability to interpret the by-laws and policies of the Corporation and effectively communicate this information to staff citizens, clients and visitors to the community.
The incumbent will exercise a high degree of independent judgment in the provision of services within the approved by-laws, policies and procedures of the Corporations.

4. Working Conditions

The incumbent will work a maximum of 40 hours/week plus such overtime as necessary to fulfill the responsibilities of the position. This position requires the incumbent to be on call in case of an emergency.
