Situated in southwest Manitoba near the city of Brandon, the Rural Municipality of Wallace-Woodworth is easily accessible byhighway, rail, and air. Incorporated in 2015 through the amalgamation of the RMs of Wallace and Woodworth and the Village of Elkhorn, the community has roots in farming and scenic views of natural forest. THE OPPORTUNITY
Reporting to the Chief Administrative Officer, the Assistant Chief Administrative Officer (ACAO) is responsible for supporting the overall administrative management, including human resources, financial management and day-to-day operations. The ACAO will serve as a member of the senior leadership team and assume authority and duties of the CAO in an acting capacity when the CAO is absent. Individuals with municipal leadership experience, exceptional operation skills, excellent administrative and financial skills, strong business acumen, and a proven track record of leading growth and building relationships are encouraged to apply. KEY RESPONSIBILITIES
• In conjunction with the CAO, administer the daily business affairs of the municipality in accordance with the Municipal Act and other statutes of the province.
• Assist in the preparation and execution of short-term and long-term strategies for economic growth/development.
• Ensure operational effectiveness and foster a proactive and modern culture of accuracy and high performance.
• Provide advice on policies, programs, new initiatives, governance, fiscal matters, and special projects.
• In collaboration with the CAO, function as an effective liaison between the Council, staff, and constituents.
• Provide sound financial planning, budgeting, and management to the CAO and Council, including consistent and accurate reporting, administering annual and multi-year capital projects.
• Build a strategic and long-range resource plan that ensures an engaged workforce and optimal performance.
• Develop and implement municipal by-laws, contracts or agreements as directed by CAO.
• Maintain strong community partnerships with citizens, local business, industry, other municipalities, government, and non-governmental organizations, promoting Wallace-Woodworth.
• Create and revisit policies, procedures, and processes, maintaining orderly and efficient documentation.
• Provide supportive leadership and direction to staff and management, fostering an approach focused on collaboration, effective communication, mentorship, and development.
• Act as the municipality’s Freedom of Information and Protection of Privacy Act (FIPPA) Officer and Senior Election Official.
SELECTION CRITERIA
• Certificate in Manitoba Municipal Administration and/or education in Public Administration, Business Administration, Commerce, or related discipline.
• Senior management experience, ideally gained in a municipal environment.
• Exceptional skills in strategic planning, finance, human resources management and operational experience.
• Strong administrative, organizational, planning and time management skills.
• Outstanding communication and interpersonal skills, with the ability to connect with a variety of stakeholders.
• Ability to utilize technology as a catalyst to improve processes and provide efficiency.
• Knowledge of Manitoba municipal, provincial, and federal legislation relating to municipalities
• Knowledge and experience of the Manitoba Planning Act and processes.
• Experience with Muniware or similar municipal accounting software is an asset.
