Job Summary: Under the general direction of the Community Services Manager, the Recreation Services Coordinator will; coordinate daily operation of the Recreation Services Division & recreation programs, oversee the RM’s Farmers Market and other Community Events, administer the internal booking and contracting-out of RM facilities, supervise the work of employees, provide quality customer service, adhere to municipal policies, procedures, safe work practices as well as Workplace Safety & Health Standards and regulations and provide support to the Community Services Manager.
Duties and Responsibilities:
Coordinate daily operation of the Recreation Services Division by;
▪ Developing and maintaining effective working relationships with community, regional and provincial organizations to ensure coordination and for the optimum use of resources.
▪ Ensuring all programs and activities are implemented according to relevant legislation, policies and procedures.
▪ Preparing information for the promotion of public recreation services/programs to ensure effective and timely notification to residents and other stakeholders.
▪ Maintaining subject matter expertise and related accreditation through professional development and by engaging in professional associations and or professional membership(s).
Coordinate RM recreation programs by;
▪ Researching best practices and recommending, developing, planning and promoting RM recreation programs.
▪ Ensuring effective, timely promotion, communication and delivery of programs.
▪ Ensuring the delivery of safe, desirable recreation programming.
▪ Reviewing and evolving program offerings as required.
▪ Overseeing staff and other program resources, recommending to the Community Services Manager any changes required.
Oversee the RM’s Farmers Market and other community events by;
▪ Seeking out, and communicating with potential vendors and other stakeholders.
▪ Receiving, reviewing and approving applications for attendance as a vendor, consistent with RM policy.
▪ Providing on-site, and remote supervision to RM staff assigned to the Farmers Market or other community events.
▪ Coordinating various community events as directed by the Community Services Manager.
Administer the internal booking and contracting-out of RM facilities and
recreational spaces by;
▪ Planning and scheduling RM programming, ensuring the booking of recreation facilities and spaces (indoor and outdoor) in accordance with established policies and procedures.
▪ Working with and engaging community stakeholders.
▪ Coordinating facilities scheduling with other municipal staff, other agencies and organizations.
▪ Mitigating risk by ensuring RM facility rental contracts are up-to-date and have been vetted with the support of professional legal advice.
▪ Receiving rental requests from the public, and ensuring timely communication with the booker/renter.
▪ Creating and monitoring contract requests and signed contracts for RM facility use.
▪ Ensuring insurance agreements are in place for confirmed facility bookings, and that renters are made aware of their obligations.
▪ Recommending to the Community Services Manager enhancements, improvements or other changes to the RM facility booking/rental processes.
Supervise the work of employees by;
▪ Recruiting, assessing and selecting new divisional staff.
▪ Helping establish divisional work priorities and schedules in conjunction with the Manager.
▪ Directing and monitoring employee work performance.
▪ Working with the Community Services Manager to address performance issues in a timely manner.
▪ Ensuring the timely submission of employee time sheets.
▪ Providing effective on-the-job orientation, ongoing training and safety training as required.
▪ Ensuring adherence to the Manitoba Workplace Safety & Health Act and regulations, RM policies, operational procedures and processes.
Provide quality resident/customer service by;
▪ Striving to ensure the consistent provision of Recreation Services related services.
▪ Responding to Recreation Services-related public enquiries and concerns, as required.
▪ Responding, or ensuring response to customer inquiries in a timely and respectful manner.
▪ Bringing to the attention of the Community Services Manager any unresolved or ongoing customer service issues or concerns.
Adhere to established municipal policies, procedures, safe work practices as well as Workplace Safety & Health Standards and regulations by;
▪ Working safely at all times.
▪ Bringing to the immediate attention of the manager any safety incidents and or concerns.
▪ Ensuring consistent application of safe work practices when directing/supporting/training other staff.
▪ Participating with the Workplace Safety and Health Committee as required.
Provide support to the Community Services Manager by;
▪ Researching and preparing funding and grant proposals on behalf of the municipality.
▪ Assisting in the preparation of the annual budget regarding short and long range planning.
▪ Approves purchases of supplies and operating inventory for recreation programs as budgeted.
▪ Seeking out, and recommending opportunities to increase RM recreation services and revenue.
▪ Preparing reports for the Community Services Manager, as required.
▪ Performing other duties as assigned.
Knowledge, Skills, and Abilities:
• Recreation and leisure program administration management and delivery.
• Knowledge relevant legislation.
• Ability to establish priorities and action work objective with a high level of independence and minimal supervision.
• Knowledge of, or the ability to attain within 1 year, knowledge of applicable municipal policies and procedures.
• Working knowledge in Microsoft office software (Excel, Word and PowerPoint).
• Effective public relations skills and strong public speaking/presentation skills.
• Ability to independently coordinate, organize and problem solve.
• Ability to communicate effectively verbally and in writing.
• Working knowledge in the safe work procedures, Workplace Safety & Health regulations, RM practices and protocols, safe use, operation and preventative
maintenance of various equipment to which assigned.
• Demonstrated ability to deal with the public in a knowledgeable, respectful manner,
• Ability to establish and maintain professional working relationships with staff, coworkers, managers and others.
• Ability to attend work regularly and punctually.
Credentials and Experience:
• A degree or diploma in recreation management or a related field, and a minimum of three years of direct experience; preferably in a municipal environment. An equivalent combination of education and experience may be considered.
• Emergency First Aid & Level C CPR certificate (or the ability to attain within 6-months of hire).
• Satisfactory Criminal Record Check and Child Abuse Registration Check.
• Valid Province of Manitoba driver’s class five (5) license.
Working Conditions and Physical Demands:
• Work requires frequent climbing, kneeling, crouching, reaching, standing, walking, pulling, lifting, and grasping,
• Work requires lifting and/or moving up to 25 pounds, occasionally,
• Vocal communication is required for expressing or exchanging ideas by means of the spoken word,
• Subject to inside and outside environmental conditions, extreme cold, extreme heat, and noise.
• Use of a personal vehicle will be required for this position.
