Job Description:

The City of Winkler’s Planning & Permitting Department plays an important role in Winkler’s growth and sustainability by guiding the development of land and buildings within city limits. We are looking for an analytically minded team player to join us as a Planning Technician!

What You’ll Do
Working together with the Planning & Permitting team, you will be involved in various activities in land-use planning, evaluation of development proposals, facilitating public consultations, permitting processes, and by-law reviews and support.

Job Duties include but are not limited to:

  • Conduct research relating to land use projects, infrastructure, transportation, special studies, and policy development.
  • Participate in mid-range and long-range plans and studies.
  • Assist with evaluating subdivision and development proposals.
  • Assist with the preparation of briefing notes, administrative reports, and planning reports.
  • Assist in preparing development agreements, easement agreements, memorandums of understanding, and other agreement types.
  • Assist in developing designated officer and council approval recommendations.
  • Assist with the facilitation of public consultation processes related to land use planning and provide support to other departments where public engagement activities are required.
  • Collaborate with other City departments, and external government departments and agencies regarding planning services and related issues.
  • Develop and maintain relationships with external community partners and may serve as a city liaison for special projects and taskforces related to planning.
  • Assist with the preparation, update, and interpretation of zoning by-laws, secondary plans, and development plans.
  • Assist with other by-law reviews and revisions.
  • Assist in reviewing and updating department processes and resources, such as operational policies, standard operating procedures, and permitting processes.
  • Supporting permitting staff may be required on a seasonal basis.
  • May provide some administrative support to other departments.

Qualifications You’ll Need

Minimum Requirements:

  • Preference will be given to candidates certified as a Registered Professional Planner in the Province of Manitoba, but the following will also be considered:
    • RPP Candidates,
    • Those with a 4-year undergraduate degree actively pursing (or willing to pursue) the education and experience requirements to achieve their RPP.
  • Class 5 Driver’s License is required.
  • Previous experience in a municipal office or legal field would be considered an asset.
  • Experience with using GIS data and mapping would be considered an asset.
  • Experience with municipal, planning, and permitting software would be considered an asset.

Knowledge, Skills, Abilities:

  • Understanding of principles and practices of urban planning and public interest.
  • Knowledge of municipal laws and practices as well as provincial and federal legislation.
  • Understanding of permitting process.
  • Familiar with public engagement strategies.
  • Experience in basic report writing, research methods, and data compilation.
  • Ability to communicate clearly and concisely.
  • Ability to prioritize tasks.
  • Ability to work as a team and independently with minimal supervision.
  • Experience with Microsoft 365.
