Job Summary:
Under the general supervision of the Public Works Supervisor, the Equipment Operator 3 responsibilities are to; support Public Works projects by operating graders, dozers, excavators, street sweeper, aquatic weed harvester, skid steers with attachments and other equipment, repair and maintain roads, ditches, grounds, and other RM property, install and maintain traffic control devices, act as a lead crew member, perform general and preventative maintenance on RM equipment, ensuring quality services to citizens/residents and adhering to established municipal policies, procedures, safe work practices as well as Workplace Safety & Health Standards and regulations.

Duties and Responsibilities:
• Support Public Works projects and responsibilities by;
o Operating heavy equipment such as graders, dozers, excavators, aquatic weed harvester, front end loaders, rubber tired tractor/attachments, plow trucks/sanders, backhoes skid steers with attachments, street sweeper, and similar heavy and light duty equipment,
o Operating all other equipment such as grass cutting equipment, and water/dump trucks, lawnmowers, jackhammers, chain saws, generators, compressors, tampers, rollers, and any other hand and power tools necessary to perform various daily tasks,
o Reading and interpreting engineering drawings as required,
o Ensuring proper street grade, drainage construction and compaction,
o Adhering to all equipment manufacturer’s instructions and RM procedures and protocols.

•Install and maintain traffic control devices by;
o Routinely checking for malfunctioning/burnt out lights and reporting on same to ensure timely response,
o Performing installations and maintenance functions as required, and/or assisting other staff to do so,
o Working safely at all times when installing or repairing devices.

•Act as a lead crew member by;
o Supporting, guiding and directing labourers, seasonal, term, temporary, probationary and student personnel in the absence of an RM supervisor/manager,
o Reporting all issues regarding staff to an RM supervisor or manager immediately.

• Repair and maintain roads, ditches, land and/or grounds owned/managed by the municipality by;
o Clearing snow from roadways, sidewalks and RM parking lots; adhering to RM’s Priority 1 and Priority 2 street cleaning system, guidelines set for sidewalk cleaning and sanding, or as instructed by supervisor,
o Digging ditches, culverts, holes,

o Loading and unloading stone, gravel and other material,
o Breaking concrete and removing debris,
o Applying asphalt,
o Preparing and cleaning worksites,
o Conducting lawn maintenance including grass cutting and trimming,
o Assisting with landscaping by tree planting, shoveling, trimming, weeding, sodding, rototilling, cleaning and watering.

• Perform general and preventive maintenance on equipment by;
o Cleaning, lubricating, checking levels (such as air, oil, water, and other),
o Replenishing air/fluids as required, and as per manufacturers recommended standards, or RM procedures,
o Maintaining accurate records of all repairs,
o Identifying and locking out any unsafe, or potentially unsafe equipment immediately.

• Ensure quality service to residents/customers by;
o Representing the RM by being professional respectful and courteous at all times,
o Providing thorough, accurate information regarding divisional work and procedures,
o Identifying and resolving issues and concerns in a timely manner, or reporting concerns to supervisor/manager immediately.

• Adhere to established municipal policies, procedures, safe work practices as well as Workplace Safety & Health Standards and regulations by;
o Working safely at all times,
o Bringing to the immediate attention of the supervisor or manager any safety incidents and or concerns,
o Ensuring consistent application of safe work practices when directing/supporting/training other staff,
o Participating with the Workplace Safety and Health Committee as required.

Special Requirements:
• Accept Standby Time and Callback as required.

Knowledge, Skills, and Abilities:
• Thorough working knowledge of heavy equipment operating principles including the hazards and safety precautions common to heavy equipment operations.
• Working knowledge and experience operating graders, dozers, excavators, street sweeper, aquatic weed harvester, skid steers with attachments.
• Working knowledge and experience in the safe use, operation and maintenance of various types of equipment.
• Knowledge of municipal policies and procedures pertaining to street and drainage system construction, maintenance, and improvement.
• Knowledge of achieving grade, drainage, proper compaction, street and drainage system construction techniques.
• Working knowledge of public works related manual labour tasks related to roads, ditches, and buildings.
• Ability to understand and follow specific verbal instruction.
• Ability to work independently under minimal supervision, and also work effectively in a team environment.
• Physically capable of performing manual labour for extended periods of time; lifting up to 50 pounds frequently and 20 pounds consistently, working overhead and at heights, working outdoors in all weather conditions.
• Ability to accept Stand-by time and Callback is essential.

Credentials and Experience:
• Successful completion of a high school diploma or GED equivalent.
• Valid Province of Manitoba driver’s class five (5) license with air break endorsement.
• Valid Province of Manitoba driver’s class one (1) license would be considered an asset.
• Five (5) years of heavy equipment operation experience, or an equivalent combination of experience, training and education.
• Certification in the handling of chemicals (WHMIS), or the ability to attain.
• Experience in general and preventative heavy equipment/other equipment/tool maintenance.
• Experience with reading and interpreting engineer drawings.
• Experience performing manual labour related to the repair and maintenance of roads, grounds and buildings.
• Demonstrated ability to;
o follow safety procedures and protocols,
o attend work regularly, and punctually,
o respond to citizen/customer inquiries in a respectful manner.
• Demonstrated ability to work independently under minimal supervision, and also work effectively in a team environment.
• Demonstrated ability to establish and maintain effective working relationships with supervisor, and colleagues.
• Satisfactory Criminal Record Check and Child Abuse Registry Check.

Working Conditions and Physical Demands:
•Work requiring the exertion of up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.
•Work requires the ability to work at various heights, climbing, kneeling, crouching, reaching, standing, walking, pulling, lifting, and grasping.
•Vocal communication is required for expressing, exchanging ideas by means of the spoken word.
• Hearing is required for receiving verbal direction regarding work assignments and direction, the operation of machines and motor vehicles or equipment.
• Subject to inside and outside environmental conditions, extreme cold, extreme heat, and noise.
