Job Description:

The Community Safety Officer (CSO) supports the safety and well-being of the community by fostering respectful relationships with residents, and  partner agencies, including local law enforcement. Appointed under The Police Services Act and the Community Safety Officer Regulation (M.R. 107/2015), CSOs are designated as peace officers while carrying out duties authorized through their appointment agreement.

 Working under the direction of the RM of Brokenhead and guided by the Safety Officer Program Policy Manual, CSOs contribute to community safety through patrols, wellness checks, enforcement of by-laws, and the lawful exercise of authorities under specified provincial legislation. Their role is grounded in cultural respect, local knowledge, and a commitment to community-based public safety.

 

DUTIES:

  • Enforce by-laws and community safety regulations.
  • Provide security services and crowd control at events or as directed.
  • Serve legal documents, including evictions, subpoenas, summons, and Council Resolutions.
  • Participate in or assist with search and rescue operations as needed.
  • Support emergency response efforts, including traffic control at scenes.
  • Collect, document, and preserve evidence in accordance with lawful procedures and investigative standards.
  • Prepare accurate, complete, and timely reports (e.g., incident reports, daily logs, occurrence reports).
  • Appear in court and provide testimony as required.
  • Foster strong working relationships with community members, RCMP, Manitoba Justice partners, and other agencies.
  • Support and participate in community wellness programs, crime prevention initiatives, and youth engagement activities.
  • Maintain professional conduct and confidentiality at all times.
  • Travel outside of the community may be required.
  • Other duties as assigned by the Safety Officer Program Director or Municipal Council.

 

QUALIFICATIONS:

  • Grade 12 education or GED, or higher
  • Valid Manitoba Class 4 Driver’s Licence.
  • Clear and current Criminal Record Check,
  • Vulnerable Sector Check,
  • Child/Adult Abuse Registry Checks (or proof of application).
  • Strong verbal and written communication skills.
  • Demonstrated ability to work independently and collaboratively in a high-pressure environment.
  • Ability to de-escalate conflict and exercise sound judgment in stressful situations.
  • Experience using computers and basic software (e.g., MS Word, email, report writing systems).
  • Availability to work flexible hours, including evenings and weekends.
  • Must be willing to complete all mandatory safety and use-of-force training as required by the program.
