Champion safe, compliant building practices by ensuring that all construction within the municipality meets Manitoba Building Code standards, municipal by-laws, and other applicable regulations. As a Building Inspector (Part 9), you will play a key role in supporting responsible development, enforcing construction standards, and promoting safety and quality across the community.
This is a full-time position.
The goal of the role is to:
- Promote safe, code-compliant construction throughout the Municipality
- Ensure adherence to the Manitoba Building Code, Plumbing Code, Energy Code, Fire Code, and municipal regulations
- Provide timely, knowledgeable service to residents, builders, contractors, and design professionals
- Support responsible growth by reviewing permits, inspecting construction, and enforcing building standards
You will:
- Review building permit applications and construction drawings for compliance with codes, by-laws, and legislation
- Conduct on-site inspections at all stages of construction to ensure work aligns with approved plans and code requirements
- Maintain accurate, detailed inspection records and prepare related reports
- Respond to inquiries from the public, contractors, architects, engineers, and other agencies regarding codes and regulations
- Issue orders, notices, and enforcement documents as required, including preparing evidence and documentation
- Assist in drafting and updating municipal by-laws, policies, and enforcement procedures
- Attend committee meetings as needed and contribute technical expertise
- Promote a high standard of customer service through accuracy, clarity, and consistency
- Perform other related duties as assigned
- Maintain a membership in good standing with the Manitoba Building Officials Association
You are someone who:
- Communicates clearly and professionally, with strong interpersonal and conflict-resolution skills
- Exercises good judgment, tact, diplomacy, and problem-solving abilities
- Can manage a demanding workload, prioritize effectively, and meet deadlines under pressure
- Understands relevant legislation such as the Manitoba Building Code, workplace safety requirements, zoning by-laws, and The Planning Act
- Can read and interpret construction drawings with confidence
- Is proficient with digital tools, including GIS, CloudPermit, Microsoft Word, Excel, and Outlook
- Works collaboratively with staff and external partners while maintaining confidentiality and professionalism
Preferred assets include:
- Knowledge of municipal development plans, zoning by-laws, The Municipal Act, The Planning Act, and building enforcement legislation
- Construction trades certification (Red Seal) or equivalent experience
- Post-secondary education in civil engineering technology, architectural technology, or a related field
- Five years’ experience in municipal building inspection or related work involving the Manitoba Building Code
- Current registration and certification with the Manitoba Building Officials Association and the completion of any or all of the following courses
- Intro to MB Construction Codes
- MB Building By-laws
- Part 9- The House
- Part 9- Small Buildings
- Part 9- Plumbing
- Part 36
- Part 9- HVAC
- Bilingualism (French/English).
Required Certifications:
- Grade 12 or
- Valid Manitoba Driver’s License
Work Conditions:
- Travel to construction sites and various municipal locations is required
- Exposure to outdoor weather, construction environments, and associated hazards
- Safety equipment (PPE) is provided
- Overtime may be required based on operational needs
