Are you a strategic leader with experience managing municipal infrastructure, utilities, and public works operations? The RM of West St. Paul is seeking a dynamic and forward-thinking Director of Operations to lead the delivery of essential municipal services and support our growing community.

Job Type:      Full-Time Permanent (40 hrs per week)

Start Date:   To be determined

Salary:          $94,452.80 – $124,259.20 annually, based on experience.

What You’ll Do

As the Director of Operations, you will provide strategic leadership and oversight of the Municipality’s Public Works and Utility Departments while supporting the delivery of essential municipal services.

• Lead Public Works and Utility operations, including roads, drainage, water, wastewater, and fleet services.
• Develop and implement long-term operational strategies and capital improvement plans.
• Manage municipal infrastructure projects, contractors, consultants, and service agreements.
• Prepare and oversee departmental operating and capital budgets while ensuring fiscal responsibility.
• Provide leadership, guidance, and support to staff while ensuring compliance with safety standards, municipal policies, and provincial regulations.

What We’re Looking For

• Registered and/or Certified Engineering Technologist (C.E.T.) or equivalent education in a related field; a degree in Civil Engineering, Public Administration, or a related discipline is an asset.
• Minimum 5 to 7 years of progressive leadership experience, preferably in municipal government or a related environment.
• Strong knowledge of municipal infrastructure, utility systems, public works operations, and applicable legislation.
• Proven ability to lead teams, manage budgets, and oversee complex projects.
• Excellent communication, relationship-building, and problem-solving skills, along with a valid Class 5 Driver’s License and proficiency with Microsoft Office applications.
• Water Utility Operator Level 2 Certification (or ability to obtain)
