Job Description:

City of Morden is recruiting for the role of Director of Planning and Engineering who will be responsible to provide leadership and direction in capital planning, design and construction of Morden’s wastewater project, water conservation project, municipal development plans and utility infrastructure.  We are seeking a proven leader with effective management skills and a collaborative, open, honest and direct interpersonal style.

Key responsibilities include the following:

  • Plan, direct and coordinate operations for Engineering, Planning and GIS services
  • Develop, maintain and implement plans for all departmental infrastructure, adhering to capital and operating budgets for same
  • Oversee preparation, maintenance and implementation of Asset Management plans and infrastructure master plans
  • Prepare annual and long-term capital programs and budgets; oversee and manage construction of municipal projects
  • Oversee residential and commercial development, ensuring compliance with the City’s standards for infrastructure
  • Perform/oversee engineering analysis and surveys, preparing detailed plans, designs and contract administration for infrastructure and projects
  • Provide leadership and supervision for development of GIS infrastructure and the GIS team
  • Oversee planning for Morden ensuring responsible growth and development
  • Together with managers and supervisors, develop departmental plans consistent with Council’s corporate and operational objectives
  • Ensure the City is prepared for the impacts of industrial, commercial and residential growth
  • Plan for changes to regulations and standards that impact the ability of the City’s infrastructure to meet regulatory requirements
  • Act as an effective liaison between City Manager, staff, residents, private entities and all levels of government.

The preferred candidate will have the following qualifications:

  • Professional Engineer licensed with APEGM preferably with a minimum of five years of practical experience in a municipal field.
  • Undergraduate degree in Civil Engineering
  • Must be legally entitled to work in Canada
  • Expertise in construction processes and a comprehensive understanding of occupational codes, standards, and regulatory requirements
  • Comprehensive knowledge of civil engineering principles, practices and methods as applicable to a municipal setting specifically in the area of water, wastewater, transportation and storm water management
  • Extensive knowledge and experience in planning, design, project management and delivery of municipal projects
  • Experience in preparation of bid documents and RFP’s, evaluations of the bids/proposals and making recommendations for award
  • Knowledge of municipal planning and development principles; experience in negotiating and implementing development agreements will be an asset
  • Ability to conduct necessary engineering research and compile and present comprehensive reports for Council and other stakeholders
  • Experience reading and interpreting construction plans, specifications and safe work procedures
  • Knowledge of the Manitoba Workplace Safety and Health Act and associated regulations
  • Highly developed verbal, listening, and interpersonal skills to communicate effectively with a variety of internal and external stakeholders
  • Able to develop clear understanding of relevant City policies, laws and regulations
  • Proficient in use of Microsoft Office and AutoCAD Civil 3d
  • Practical knowledge and experience in GIS; water/sewer modelling will be an asset
  • Demonstrated ability as a solid decision maker with a high level of ethics, values and integrity
  • Exceptional interpersonal skills, demonstrating a strong aptitude to work with both the public and employees
  • Must have strong verbal and written communication skills in English
  • Ability to undertake independent research and prepare information for others regarding media inquiries, investigations files and technical information
  • Must possess a valid Manitoba Class 5 driver’s license.
