Duties:
The Department of Municipal and Northern Relations supports the building of healthy and sustainable communities. Reporting to the Manager of Municipal Support and Advisory Services, the Municipal Services Officer (MSO) will play a key role in building capacity of local governments. This role is responsible for providing advisory and consulting services to both elected and non- elected municipal officials on all matters of governance, administration and operations, including financial operations. The duties of the position include the development and delivery of education and training, as required. This role will be involved when municipalities experience financial or governance difficulties, and will be responsible to serve as a provincial Supervisor or Administrator when municipalities are placed under an Order of Supervision or Administration, which may require travel to remote areas for extended periods of time. The MSO will provide advice to management on new and proposed changes to legislation / regulations and provincial programs in terms of how they impact and can be effectively implemented for municipalities. The MSO will also be responsible for responding to citizen inquiries and concerns respecting municipalities.

Essential:
Municipal Administrator’s Certificate or an equivalent combination of post-secondary education and experience in municipal management.
Extensive experience and knowledge in municipal government or a related field, including legislative, organizational, administrative, and financial requirements.
Strong understanding of finance and financial governance. Experience working with a council or board.
Strong political acumen with the ability to work with sensitive and confidential information in a professional manner. Extensive knowledge of municipal statutes with a thorough understanding of current trends and issues faced by municipalities.
Strong verbal communication skills for effectively communicating complex information to individuals and groups in a clear, organized manner.
Excellent written communication skills to prepare letters, authority seeking material, briefing material, instructional material and other communication material.
Strong problem solving, analytical, and decision making skills.
Ability to work independently with strong organizational and time management skills to manage multiple priorities and meet competing deadlines.
Excellent interpersonal skills for building and maintaining positive and collaborative partnerships with diverse clients and stakeholders.
Experience and proficiency working with Microsoft Office applications (Excel, Word, Outlook and PowerPoint).
Ability to provide services in French.
Must be legally entitled to work in Canada
Must have a valid Manitoba class 5F Driver’s licence.
Must be willing and able to work extended hours, including evenings and weekends, as required.
Must be willing and able to travel within the province including the Northern region for extended periods of time. Must provide and maintain a satisfactory Criminal Records Check.
Completion of satisfactory credit screening and credit check.
