Job Title: Chief Administrative Officer                                    Salary Range: $140,000 -$160,000.00 a year

Department: Administration                                                     Reports to: Council

Position Summary

The Chief Administrative Officer (CAO) is the administrative head of the municipality. The CAO works with senior leader‐ ship to ensure efficient operations, regulatory compliance, and the achievement of strategic goals, and is accountable to Council for overall administration, financial management, and human resources.

The CAO oversees the implementation and delivery of Council-approved programs and services, ensuring they are pro‐ vided efficiently and effectively to residents and ratepayers. The CAO also serves as Council’s principal advisor, ensuring Council is informed of its legislative responsibilities, authorities, and all information necessary to make informed munici‐ pal decisions.

Key Responsibilities:

  • Provide overall leadership and administrative management in alignment with Council’s goals and
  • Ensure sound financial stewardship, including development and management of operating and capital
  • Oversee municipal departments and operations, including public works, utilities, solid waste, finance, planning and development, recreation, community services, and
  • Foster effective communication and collaboration among Council, staff, residents, stakeholders, and other levels of government.
  • Ensure compliance with all municipal, provincial, and federal legislation and
  • Lead, mentor, and manage staff to promote professionalism, accountability, and high
  • Oversee infrastructure projects, economic development initiatives, and service delivery
  • Serve as the principal advisor to Council, providing research, analysis, and recommendations on policy and opera‐ tional
  • Promote transparency, public engagement, and community involvement in local
  • Represent the Municipality in dealings with external agencies, community organizations, and business

Qualifications and Experience

  • Post-secondary degree in Public Administration, Business Administration, Commerce, Political Science, or a related municipal field.
  • Certificate in Manitoba Municipal Administration considered an
  • Minimum of five years of progressive leadership experience in municipal government or a related sector, or an

equivalent combination of education and experience.
