The Municipality of North Norfolk is seeking applications from energetic, highly motivated individuals to become part of our team!  In this role, you will serve as the administrative head of the municipality and principal advisor to Council, ensuring that elected officials are well-informed of their legislative responsibilities and all pertinent information required to make sound, informed decisions.

The CAO is responsible for the overall leadership and management of the municipality’s administration, including financial oversight, human resource management, and strategic execution of municipal policies and programs.

This is a hands-on leadership role requiring a systems-oriented, approachable, and adaptable leader who values good governance and brings professionalism, integrity, and a deep commitment to community life.  With strong communication skills and a practical mindset, you empower your team, support Council, and engage constructively with residents, partners, and regional stakeholders.

 Job Summary:

 Administer the business affairs of the municipality in accordance with the Municipal Act and other statutes of the province.

  • Act as an effective liaison between the Council, staff, and the community
  • Responsible for all aspects of municipal administration, including financial planning, budgeting, service delivery and capital projects, including consistent and accurate reporting to Council
  • Manage all administrative matters, create and revisit policies, procedures, and processes, maintaining orderly and efficient documentation.
  • Assist Council in the preparation and execution of long-term strategies
  • Ensure operational effectiveness for each municipal department and manage expenditures
  • Provide supportive leadership and direction to staff, fostering an approach focused on collaboration, effective communication, mentorship, and development.
  • Manage all human resource functions, including hiring, development, performance management, and team engagement.
  • Maintain strong community partnerships with citizens, local business, industry, other municipalities, government, and non-governmental organizations, while playing a key role in promoting and building the community.

Qualifications:

 Education:      Must hold a CMMA (Certified Manitoba Municipal Administrator) designation or a recognized equivalent.  Other relevant post-secondary certifications are a definite asset.

Experience:

  • Prior CAO experience in both urban and rural settings OR a minimum of four years of senior municipal management experience
  • Demonstrated knowledge of relevant provincial legislation is essential
  • Experience in project management, asset management, and municipal accounting is highly desirable
  • Excellent organizational, public relations, interpersonal and communication skills, both written and verbal
  • Ability to navigate sensitive issues with tact, courtesy, and diplomacy
  • Proven ability to lead with integrity, exercising sound judgement, discretion, and confidentiality
