The Rural Municipality of Lakeshore lies along the south and eastern shores of beautiful Dauphin Lake, three hours northwest of Winnipeg. It is largely an agricultural and resort community. Amenities include the City of Dauphin, as well as the many facilities of Riding Mountain National Park.

OPPORTUNITY

Reporting to Council, the CAO is responsible for the overall administrative management of the Rural Municipality of Lakeshore. This includes the personnel, programmes, and policies of the RM as well as implementation of Council’s vision, all in accordance with federal and provincial legislation and the RM’s by-laws. The successful incumbent will have exceptional interpersonal, leadership, administrative and communications skills. He or she will have enthusiasm and the ability to actively pursue new opportunities while maintaining effective administration and working collaboratively with the neighbouring municipalities and organizations. All of this is with the aim of maintaining an affordable, safe, clean and healthy environment for the citizens of the RM.

We are seeking a diplomatic and effective leader with well-developed management skills, strong financial acumen and a collaborative, open, honest and direct interpersonal style. Individuals with municipal leadership experience are preferred. Individuals with proven executive experience in the private or public sector will be given full consideration.

GENERAL RESPONSIBILITIES

The CAO is the administrative head of the municipality and is responsible for overall administration including:

  • Preparing and organizing all meetings and public hearing agendas; recording minutes; providing Council with sound advice on a plethora of matters including all aspects of municipal governance and legislative requirements.
  • By-laws. Ensuring that all required by-laws and resolutions are up-to-date; preparing resolutions and by-laws for Council approval; drafting policies; dealing with provincial departments and agencies regarding by-laws and policies.
  • Financial management of the RM’s affairs
  • Ensure the efficient and effective administration of the RM’s affairs in accordance with best practices and provincial regulations.
  • Human resource management.
  • Implementing Council direction and reporting back to Council on same.
  • Ensuring open and continuous dealings with the citizens of the RM, ensuring a high level of customer service.

QUALIFICATIONS

The ideal candidate will possess the following:

  • Certificate in Manitoba Municipal Administration or a willingness to achieve same within a quick timeframe.
  • A Batchelor’s degree or equivalent, preferably in a relevant field.
  • Experience in municipal administration or in a relevant field
  • Proven ability to use computer applications.
  • Ability to understand and use financial information.
  • Proven communication skills and leadership ability.
  • Proven ability to develop and mobilize people to achieve a shared vision and implement strategies.
  • Politically astute, a visionary leader and a solid decision maker with strong business acumen and a high level of integrity.
  • A willingness to participate in a mentoring and training programme.
  • We will require a criminal record and vulnerable sector check.

SALARY AND BENEFITS

The salary range is competitive. It is dependent upon qualifications and experience.
