Compensation: $30.27 – $39.38

Job Summary:

Under the direction of the Utility Supervisor, the Utility Support Staff is responsible for performing the daily operations of the Utilities Department. This includes supporting the RM’s safety program, overseeing third-party contracted work, providing quality customer service, representing the RM’s Utilities Department, and other duties may be assigned as necessary.

Duties and Responsibilities:

Operations:

  • Establish and manage work priorities, schedules, and standby
  • Direct and monitor work performance, addressing any issues
  • Ensure compliance with the Manitoba Workplace Safety & Health Act, RM policies, operational procedures, and
  • Conduct routine inspections of equipment such as motors, pumps, analyzers, wells, and supply
  • Investigate and resolve operational issues or escalate as
  • Maintain and update procedural
  • Receive, transport, and manage chemicals in accordance with safety
  • Monitor and respond to emergency alarms and
  • Respond to citizen inquiries promptly and
  • Ensure the availability and accuracy of records and files related to department activities and associated
  • Perform routine inspections, cleaning, calibration, and preventative maintenance on equipment and
  • Oversee sewer flushing, hydrant maintenance, utility winterization, water connections and disconnections, manhole markings, and timely meter
  • Maintain inventory of chemicals and equipment for efficient department
  • Conduct accurate water and wastewater sampling, data collection, and record- keeping.
  • Ensure building security systems are properly
  • Oversee utilities-related work contracted to third parties, ensuring adherence to safety standards, RM policies, and job

Safety:

  • Actively participate in tailgate talks and arrange safety training
  • Participate in the Workplace Safety & Health Committee as
  • Ensure staff are equipped with appropriate personal protective
  • Report incidents to the Utility Supervisor as

Reporting and Advisory:

  • Inform the Utility Supervisor of planned maintenance or emergency outages affecting
  • Research, evaluate, and recommend departmental efficiencies, capital projects, and best practices for utilities
  • Prepare and submit daily, weekly, monthly, and annual reports as

Customer Service:

  • Ensure the consistent provision of potable water and efficient wastewater
  • Respond to customer inquiries in a timely, respectful, and professional
  • Ensure timely installation of RF boxes and municipal water meters for accurate payment

Other Responsibilities:

  • Represent the RM’s Utilities Department at meetings, events, forums, and other

assemblies.

  • Perform other duties as assigned by the Utility Supervisor or Utilities

Job Classification Levels: Level I:

  • Considered an entry-level position for employees who hold fewer than two certifications relevant to the classification level of the RM’s utility
  • Upon obtaining at least two certifications relevant to the RM’s utility facilities, the employee may be eligible for reclassification to Level

Level II:

  • Requires the employee to hold a minimum of two certifications relevant to the

classification level of the RM’s utility facilities.

  • Upon obtaining all four certifications relevant to the RM’s utility facilities, the

employee may be eligible for reclassification to Level III. Level III:

  • Requires the employee to hold all four certifications: Water Treatment I, Water Distribution II, Wastewater Collection II, and Wastewater Treatment

Knowledge, Skills, and Abilities:

 In-depth understanding of relevant legislation and

  • Comprehensive knowledge of equipment, facilities, materials, and methods used in providing potable water and wastewater treatment
  • Proficiency in Microsoft Office Suite (Word, Outlook, Excel, PowerPoint).
  • Ability to establish priorities, manage tasks with minimal supervision, and problem- solve
  • Working knowledge of SCADA software (e.g., Rockwell RSView) and alarm notification systems (e.g., Win911).
  • Familiarity with utilities reporting software (e.g., XL Reporter) and federal wastewater effluent reporting (e.g., Effluent Regulatory Reporting Information System).
  • Ability to read and interpret engineering drawings and operate security systems (e.g., RBH Axiom V Security System).
  • Strong communication skills, both verbal and written, with the ability to interact respectfully with the
  • Ability to work as part of a team and establish professional

Qualifications and Certifications:

 High school diploma, GED, or

  • Possession or ability to attain the following certifications within a reasonable timeline:
    • Level I Water Treatment Plant Operator License – Province of
    • Level II Water Distribution Operator – Province of
    • Level III Wastewater Treatment Plant Operator License – Province of Manitoba.
    • Level II Wastewater Collection Operator – Province of
  • Post-secondary education in mechanical, engineering, applied science, or a related field is an
  • Experience in equipment maintenance (e.g., motors, pumps, analyzers).
  • WHMIS Certification or ability to
  • Confined Space Entry Training, Self-Contained Breathing Apparatus Training, and Fall Protection Training are
  • Transportation of Dangerous Goods Certification or ability to
  • First Aid Certification or ability to
  • Valid Class 5 Manitoba Driver’s
  • Satisfactory Criminal Record
  • Experience in sewer and water installation, maintenance, or municipal government is an asset.

Working Conditions and Physical Demands:

 Office and field duties, including daily computer and telephone

  • Subject to emergency call-in and standby
  • Physically demanding tasks, including exertion of up to 50 , climbing, kneeling, standing, and walking.
  • Work at depths of up to 30
  • Exposure to varied environmental conditions, including extreme cold, heat, noise, and confined
